Review: am I doing something wrong?

The product came with no label on the bottle and no information about the product.I purchased it to rid two plants of bug infestations.
I diluted a small amount (1:40) of the so-called neem oil with water and sprayed my mint plant with it to get rid of the aphids. I did this twice. My mint plant has not grown new leaves since then and all of the large leaves have dried up and fallen off. Plus, yesterday I saw a new team of aphids lined up on a branch - so it didn't get rid of the aphids. My plant was doing much better despite the aphids before it ever experienced neem oil.
I also treated my philodendron with the same water and neem oil mixture to get rid of the mealy bugs. It has not worked after weeks and weeks of application. Either I am doing something wrong in the application or this stuff does not do what I thought it was supposed to do. The mealy bugs are bigger than ever.
I am honestly doubting that this is neem oil, since it came with no label, and since it is not repelling bugs. Or maybe I am applying it wrong.

Neem Essential Oil Botanical Name: Azadirachta indica Plant Part: Seeds Common uses: Neem essential oil is used to prevent and control fungal diseases like black spot, rust, powdery mildew, downy mildew and anthracnose. It is also effective in treating lice, dandruff, athlete's foot, sore throat, cough and headache - as well as burns and wounds. Particularly effective as an insect repellent, neem essential oil is widely used as a natural pesticide in organic farming; it may also be used as a household pesticide for ants, bedbugs, mosquitoes, cockroaches, termites and flies. To use as a pesticide, dilute 1 teaspoon of neem essential oil in a quart of water. Safety information: Neem essential oil is not for use by children and pregnant or nursing women.
